The Buffalo, Oklahoma Hovering Lights and Physical Trace Investigation of 18 May 2009
A woman feeding horses after midnight watched three large lights stop dead and hover about 150 feet away. The field investigation that followed was paid for, through two intermediaries, by a Defense Intelligence Agency programme, and its report has just been released by the Department of War.
What did witnesses see at Near Buffalo?
A woman feeding horses outside Buffalo, Oklahoma reported three large lights that approached, slowed and then hovered motionless near her corral. The case file records the date and time as 18 May 2009 at 12:30 in the morning, marked Exact, and the location as Buffalo, in Harper County in the far north-west of the state.
The witness was standing facing west when low flying lights caught her eye. She judged them to be flying too low and far too slowly for an aircraft, and they appeared to have just passed over the town. There were three, large, in line with each other and widely spaced: a white light in the centre that strobed very slowly, with a red and a blue light at the ends. She described the white light as covered by a round, concave, clear covering that looked like very thick glass and carried some kind of circular design. The red and blue lights were different in character, tall and cylindrical like beacons, apparently sitting on top of something and covered by a coloured material that looked more like plastic, transparent enough for the light beneath to shine through. She never saw any shape or structure behind the lights.
Within ten to fifteen seconds the lights reached the dirt road in front of her and crossed over the power lines, slowing as they came until they were nearly stopped. She ran to her pickup, which took about fifteen seconds because she was wearing flip flops. By the time she was inside and facing north, the lights had moved behind the corral and turned south to face her again. Her own account, in capitals in the original, is that the lights were sitting completely still, hovering, absolutely no movement, other than the strobing white light. She estimated the distance at about 150 feet and the span end to end at 40 to 50 feet, while saying plainly that she cannot judge distance well.
She spent about five more seconds fumbling for her phone and staring, called it the most terrifying moment she had experienced, and drove out of the pasture. Stopping at the gate she looked back and the lights were still in the same place, not moving. She turned south because she could not reach town without passing close to them. A quarter of a mile down the road she looked again and they were gone.

What is the official explanation?
There is no official narrative. No police report, military statement or aviation authority finding appears in the released record, and the case was never the subject of any government investigation in its own right.
What exists instead is a civilian field investigation whose report has now been published by the United States government. The case is recorded as Mutual UFO Network STAR Team case number 17125, category 3, MUFON identifier 12509. A STAR team deployment was activated on 26 May 2009, eight days after the event, and a lead investigator was assigned by the STAR Team coordinator. The report was supplied to Bigelow Aerospace Advanced Space Studies under the purchase agreement by which that contractor bought MUFON case material, and it survives because BAASS reproduced it in its June 2009 monthly report to the Defense Intelligence Agency. The Department of War published that report as DOW-UAP-D171 on 23 October 2026.
The investigator's own narrative is dated and specific. On 29 May 2009 he arrived in Woodward, Oklahoma at 2:30 in the afternoon, noting that Woodward is 35 miles south of Buffalo, and reached the site at 5:30. He recorded that the witness's sincerity and credibility were very evident, as were her fear and apprehension, and that she appeared to have experienced something traumatic. He took initial photographs and measurements. As darkness fell he noted that the witness was nervous over every moving light, but recorded that everything observed that night was explainable.
His site evaluation found what he called a definite disruption of the area where the alleged craft hovered or landed. The entire area appeared dead, with three separate patches where the vegetation was crushed in a swirled pattern. A scan with a hand held Geiger counter showed no abnormal reading and no evidence of radiation.
The precise coordinates are withheld from the released document under code 1843(a)(2), the personal privacy ground. The accuracy note that survives states that the recorded position was the exact location of the witness at the time of the encounter, within 100 feet south of what the form calls the touchdown zone. The pin on this page is the town of Buffalo and is approximate.
What did the witnesses think it was?
The animal reports are the part of the file that most needs careful handling, because they are the most striking and the least verified.
Two of the horses had a material described as splattered on their backs, which the witness did not think was lather since the animals had not been worked or ridden. The alpha horse, named Red, developed four perfectly round white spots on her coat, three on the front flank arranged in a triangle and one alone on the rear flank. The witness, who knows her animals, maintained that the spots literally appeared, and that the hair had changed or lost its colour rather than being stained. She also described behavioural changes, the horse stopping in mid chew as though sensing something, standing still, shivering and then resuming. Her dog, present during the event, refused to return to the site and would not willingly get into the car.
The investigator did not simply record these claims, and that is to his credit. He consulted an equestrian expert, who advised that horses do not lather on their backs although they do sweat, and that the white spots could be a phenomenon called freeze fire, resulting from a medical procedure in which an extremely cold instrument is applied. The same expert noted that this kind of marking can also be caused by certain bug bites. Both prosaic candidates are in the report, offered by the investigation itself.
Samples were collected across 30 and 31 May with an unusually complete chain of custody for a civilian investigation. Affected and control grass was cut 200 feet apart, soil was taken from the centre of the swirled area and from a control point, and hair was cut from the white spots on Red and from an unaffected part of her back as a control. Each went into a new clean zip lock bag with a written label and a date, knife and scissors were cleaned with alcohol swabs between samples, and the investigator carried the bags personally in cabin baggage, noting that they were not X-rayed and were stored at ambient temperature.
The decisive limitation is what happens next in the document, which is nothing. The report states that supporting photographic evidence and test analysis will be posted to the case management system when available. No analytical result appears anywhere in the released version. The archive is therefore in the position of holding a carefully documented sample collection with no published outcome, which is the same pattern this archive found in the Utah ranch investigation released in the same tranche.
Two further details belong on the record. The investigator noted that Buffalo sits in a county completely surrounded by hundreds of wind turbines, constantly working. And in later telephone conversations the witness reported developing recall and shadowy memories, said she had been closer than she first reported, described remembering standing next to the craft, and reported strange markings and bruises she had not recalled at the time. The investigator classified the case as a potential close encounter of the third kind on that basis.
Is the Buffalo, Oklahoma Hovering Lights and Physical Trace Investigation of 18 May 2009 real? The two-pass assessment
Pass one, how this could be mundane. The strongest candidate is a low, slow aircraft, most likely a helicopter. A red light, a white strobe and a third coloured light arranged along a span, approaching slowly, decelerating and then holding a hover is an accurate description of a helicopter seen at night, and a helicopter is the one aircraft that can stop and hold position. The witness reported blue where navigation convention uses green, and blue and green are the two colours most often confused at night at distance. Her distance estimate of 150 feet and span estimate of 40 to 50 feet are offered with her own explicit caveat that she cannot judge distance, and both figures scale directly with an unknown range: an object twice as far away is twice as large. The event lasted under a minute in total, in darkness, under acute fear, which is the worst possible condition for estimating size, distance and colour.
The local environment supplies a second candidate the investigator himself flagged without pursuing. Harper County is surrounded by hundreds of wind turbines, and wind farm obstruction lighting is a dense field of synchronised red strobes at a few hundred feet. That does not explain a light that approached and hovered 150 feet away, but it does explain why an observer in that landscape sees unfamiliar light patterns at night, and it is a reason to treat the first phase of the sighting, the lights seen low over the town, differently from the close phase.
The physical traces deflate further than they first appear. Swirled, crushed, dead vegetation in three patches has a long list of ordinary causes, including wind, cattle and deer bedding, and a fairy ring or other fungal growth, and the witness herself offered the first of these, saying the laid down grass may be due to wind current. The Geiger counter returned nothing. The horse markings were given two mundane explanations by the investigation's own consulted expert, and spontaneous white spotting is a recognised phenomenon in horses. The dog's refusal to return to a place where its owner became badly frightened is not evidence about the object.
The witness's later recall is the weakest element in the file and this archive treats it as such. Memories that develop in the days and weeks after an event, during repeated discussion of it, and that escalate from seeing distant lights to standing beside a craft, are the least reliable category of testimony in this subject. The investigator's upgrade to a potential close encounter of the third kind rests on that later material, and nothing in the contemporaneous account supports it.
Pass two, what survives. Not much, and the honest version of this case says so. What survives is a specific, internally consistent, immediately reported account by a witness who did not want publicity and said so in writing, describing a structured arrangement of lights that decelerated to a dead hover and then was gone within a quarter mile of driving. It is corroborated by a trained investigator who reached the site eleven days later, found and measured a disturbed area consistent with where she said the object had been, ruled out radiation, documented animal effects with two prosaic explanations attached, and collected samples properly.
The archive tiers this Unknown. No official explanation exists, because no official body ever looked at it. The helicopter hypothesis is strong and entirely untested, since no flight records were sought and none are in the file. The physical evidence was gathered to a standard that could have settled several questions and was then, so far as the public record shows, never analysed or never reported. The case is published here not because it is strong but because it is now a federal record: a civilian sighting in a town of fewer than twelve hundred people, investigated by volunteers, bought by a Defense Intelligence Agency contractor, and declassified seventeen years later.
