They placed it roughly above the tip of the Battery, past the Financial District, apparently over open water or toward New Jersey, while facing west from downtown Brooklyn. The footage shows a single bright point above a lit high rise that carries a red obstruction light on its roof. Across the clip the point flickers between white, green and red and shifts slightly, while its position relative to the building stays essentially fixed.

A brilliant point low in the sky that stays put for hours, in the same place on consecutive nights, and that flashes white, green and red, is the textbook description of a bright star or planet seen near the horizon. Light from a low object passes through a long, turbulent column of air, which splits and scatters its colours and makes it twinkle and appear to jump, the effect called scintillation. Bright stars such as Sirius and bright planets are mistaken for hovering craft in exactly this way many times a year, and the colour flashing in this footage is a strong fingerprint of that effect. The witness SkyView check is worth weighing, but phone astronomy apps depend on the device compass and tilt, which are easily off by enough to mislabel a low object, so a negative app reading does not exclude a celestial source. Looking west from Brooklyn over the harbor, a bright star or planet low in the west fits the reported position well.
Pass two, if it is not that. To be more than a celestial object the light would have to show real movement against the star field, or structure, neither of which the clip resolves. Its near fixed position over hours actually points away from any aircraft or drone and toward something astronomical.
